Facilities Management Agreement Review Tool: Flags on the FM Draft
Upload the integrated facilities management pack. The same file comes back with flags on sites, KPIs, health and safety and exit.
Upload the facilities management agreement pack
Choose the FM pack
Confirm the PDF or DOCX is an integrated facilities management draft: the services agreement plus site, hard-service, soft-service, performance, health and safety, and mobilisation or exit sheets. Hard lines in the September 2025 NEC practice note are maintenance and repairs. Soft lines named there include cleaning and catering. An uptime-and-credits schedule, a lease, or a supplier paper about price and data belongs in another review.
Send the PDF or DOCX
Send the pack you already hold. There is no e-sign step, no blank template, and no import into a work-order register. The pass reads that file, including the schedules behind the signature page.
Read the four flags
The same file comes back with flags on site scope, the KPI or performance-table sentence, the health and safety sentence, and the mobilisation or demobilisation sentence, plus a short explanation and an England and Wales pointer where one was fetched.
Open document analysis
Go to Analyse a contract at /document-analysis and upload the FM draft. Before the service period starts, name the site sentence, the KPI target or its gap, the safety allocation or its silence, and the handover sentence.
Sites, KPIs, health and safety and exit
| Mark | Sentence the flag quotes | Where the mark stops |
|---|---|---|
| Sites | The site-and-service schedule: buildings named, hard lines, soft lines, a hard-only or soft-only split, and any sentence that still requires one integrated service. | Quote the buildings and lines on this file. A public specification is not this site list. If hard and soft are two contracts, say so. |
| KPIs | The performance-table or KPI sentence, and which document it sits in. On the NEC4 FMC the table holds the target and the deduction. The scope holds the standard. | A deduction with no standard is a gap. Do not import an uptime percentage, a sample hour, or a made-up percentage. |
| H&S | The health and safety sentence, the permit or supervision sentence, or the gap on who stops unsafe work. | Both client and contractor have responsibilities. Do not decide reasonableness. A line that puts all injury liability on one side goes to a solicitor with the marked file. |
| Exit | Mobilisation and demobilisation: asset register, drawings, keys, permits, open jobs, help-desk history, or the gap. | On the FMC, mobilisation is optional and demobilisation is compulsory. A staff-transfer sentence is a solicitor flag, not a day-rate article. |
Service-level schedule review
Pros
- ✓Marks an uptime measure, credits, an exclusive remedy and chronic-failure exit on a service-level schedule.
Cons
- ✗Does not mark site scope, a hard and soft split, a health and safety allocation, or handover of FM asset data on an integrated pack.
This integrated FM pack
Pros
- ✓Flags sites, KPIs, health and safety and exit on the agreement plus the site, hard, soft, performance, safety and exit sheets.
Cons
- ✗A deduction sheet can still hide a short site list, a blank standard, a silent safety sentence, or an exit that never moves the asset register, keys and open jobs.
Software credits checklist
Pros
- ✓A published blog checklist stays with credits on a software service-level schedule.
Cons
- ✗The KPI column on this pack is the FM performance table. This page does not open a heading for software credits.
A facilities management agreement review tool reads the integrated draft already on the desk: the services agreement, site schedule, hard and soft specifications, performance table, health and safety allocation, and mobilisation or exit sheet. You cannot see which buildings and lines are in scope, whether a response standard sits only as a deduction, who the safety sentence names, or what asset data moves at exit. Signing because the cover says facilities management leaves those four sentences unmarked.
Not a CMMS
A computerized maintenance management system automates maintenance operations. IBM lists work-order management as a core feature. CAFM boards such as Limble, UpKeep, Gfacility and LetCM keep work orders, assets and a renewal register. This page marks clauses on the FM draft you upload. A landlord property-management tool marks owner fees, leasing authority and reserves. A generic vendor page marks price, lock-in, a cap and data. The pass is not a chat over an archived estate, not a Word add-on, and not a contract-lifecycle register.
Upload the facilities management agreement pack
Send the FM pack
Open Analyse a contract and send the PDF or DOCX you hold. The workspace note, read 2026-10-22, describes that upload: risks highlighted on the clause, a short explanation, and statute links where a provision of England and Wales may apply.
One public file, titled Service specification - Hard and soft FM Service, prints tender reference ELFT/TENDER/15/338 and locations in Bedfordshire and Luton, with a single point of contact. A bidder may offer hard only, soft only, or combined. A single-side bidder must still interact so the client receives an integrated service. Hard on that file includes MEP and fabric. Soft includes cleaning, catering, pest control, grounds, laundry, portering and security, plus a help desk, emergency call-out and management of health and safety. That specification is not your site list. Quote the buildings and lines this file names. If hard and soft are two contracts, say so.
Keep neighbouring papers on their own pages. A lease or tenancy of premises goes to the commercial lease review for England. A generic supplier draft whose marks are price, lock-in, a cap and data goes to the vendor agreement review. A staff-transfer sentence on this FM file is a flag for a solicitor. There is no e-sign and no load into a maintenance register.
Read the four flags
Read which schedule names the sites and the service lines, which sheet states the target as against the deduction, whether the safety sentence allocates the work or tries to push injury liability aside, and whether mobilisation and demobilisation say what moves at exit. A missing building, a deduction with no standard, a silent or one-sided injury sentence, and a demobilisation plan that does not move the asset data go to a solicitor with the marked pack before the service period starts.

What we mark on the FM agreement
Sites and service lines
The sites mark is the site-and-service schedule, including a hard-only or soft-only split and any sentence that still requires one integrated service. The cover can say integrated facilities management while the schedule names only some buildings, or only hard maintenance, while cleaning, security or catering sit elsewhere or nowhere. Quote this file. Bedfordshire and Luton in ELFT/TENDER/15/338 show how one public specification writes the option. They are not your estate, and this page prints no estate total.
The performance table is not the scope
The NEC practice note of September 2025, fetched 2026-10-22, says the FMC was built with IWFM so the form could cover soft FM, named as cleaning and catering, and hard maintenance and repairs. The Performance Table is core. The FMC removed TSC Options X17 and X20 and put both ideas into that table. Targets and deductions sit in the table. Absolute standards sit in the Scope. The note names the FMC as an accepted form under the Crown Commercial Service FM frameworks. Do not paste the note's market forecast onto this draft.
NEC Users' Group newsletter 122, December 2022, fetched 2026-10-22, says the service manager cannot instruct a change to the performance table except through a contractual event such as a compensation event. A missed target is not something the provider must correct. The consequence has to be written in the table. The newsletter's emergency illustration stays in that article. This page does not print it, or any sample hour, as your standard. Name which document the sentence sits in. Flag a deduction with no standard, or a standard with a blank table. Show both sentences when they disagree. Do not collapse them into one credit.
A percentage on a software schedule is a different document. The software service-credits checklist stays on that schedule. The KPI mark here asks which sheet on the FM pack states the target as against the deduction. It does not borrow an uptime figure.
“The Performance Table is not included in the Scope. It states the targets and the rewards or deductions. Absolute performance targets belong in the Scope. NEC practice note, September 2025, fetched 2026-10-22. That wording is the note, not a clause of this draft.”

HSE leaflet INDG368(rev1), Using contractors, fetched 2026-10-22, says a contractor is anyone asked to do work who is not an employee, and that both the client and the contractor have responsibilities. Identify the work in the specification. Agree risk controls before work starts, including supervision, permits-to-work and how to stop the work. The leaflet's construction stop-check still names the Construction (Design and Management) Regulations 2007. That pointer is the 2013 leaflet's wording. This page does not cite those 2007 regulations as the current construction rule, and it does not become a CDM guide.
Health and Safety at Work etc. Act 1974, section 3(1), fetched 2026-10-22, requires every employer, so far as is reasonably practicable, to conduct the undertaking so that people not in his employment are not exposed to risks to their health or safety. Section 4(3) treats a person who by contract or tenancy must maintain or repair premises, or keep plant or substances safe, as having control of those matters for the duty in section 4(2). The mark quotes who the draft names.
Unfair Contract Terms Act 1977, section 2, fetched 2026-10-22: a contract term cannot exclude or restrict liability for death or personal injury resulting from negligence. Other loss can be restricted only so far as the term satisfies reasonableness, and section 2 does not apply to a consumer contract. Do not decide reasonableness or that their sentence is a negligence exclusion. Silence on permits, supervision or who stops unsafe work is a gap. A sentence that puts all injury liability on one side goes to a solicitor with the marked file.
Mobilisation and demobilisation
The September 2025 practice note gives the FMC an optional mobilisation plan and a compulsory demobilisation plan. Exit here is those two sentences, not the end date alone.
Government Functional Standard property guidance, Facilities Management Standard 002: Asset Data, published 16 March 2022 and fetched 2026-10-22, is mandatory for central government organisations with property responsibilities. An asset there is an FM system or component, not the building or the land. Incomplete transfers and weak data at contract expiry are the failure it names, and data should be transferable between FM suppliers when the provider changes. The standard is not your clause. Flag the asset register, drawings, keys, permits, open jobs and help-desk history, or the gap.
Do not turn the exit column into the published how-to on exit-assistance day rates. If a staff-transfer sentence is present, flag it for a solicitor. Do not write a TUPE article. Newsletter 122 says a UK TUPE practice note was still to be issued. That note was not fetched. This page does not state what it says.

Integrated facilities management contract versus an SLA schedule
What an SLA schedule flags
The service-level schedule review marks an uptime measure, credits, an exclusive remedy and chronic-failure exit on a service-level schedule. If the file is only that schedule, use that page. Do not move those flags onto this heading. A performance table on an FM pack is a separate document from the scope.
What the FM draft flags
This page keeps sites, KPIs, health and safety and exit on one soft-and-hard pack. A Wisdok facilities page, fetched 2026-10-22, compares a tender schedule with a proposal on response times, consumables, penalties, mobilisation and termination. The sample pair is theirs. Do not copy the sample hours or the sample site count from that tender-to-proposal page.
A Zerix page, fetched the same day, hosts the agreement, schedules, appendices and variations and answers with a clause citation, including landlord and tenant questions. Sample hours and sums on that contract host are demo answers. Do not copy them. Landlord-versus-tenant scope on a lease stays on the commercial lease review. Quote only a precedence line printed on their file. Silence is the mark when no such line exists.
Point at the service-contract statute without deciding the miss. Supply of Goods and Services Act 1982, section 12, fetched 2026-10-22, covers England and Wales and Northern Ireland. A relevant contract for the supply of a service is one under which the supplier agrees to carry out a service. It excludes a consumer service contract under the Consumer Rights Act 2015 and a contract of service or apprenticeship, and it remains a service contract if goods are also transferred or hired. Section 13: where the supplier acts in the course of a business, there is an implied term that the supplier will carry out the service with reasonable care and skill. The pass does not decide whether a missed KPI was a failure of reasonable care and skill. Do not use the Sale of Goods Act as this page's statute.

Not a CMMS
A work-order log wins when the job is to dispatch engineers, track assets and store evidence by site. IBM's CMMS explainer, fetched 2026-10-22, describes software for maintenance operations, with work-order management as a core feature. That log is a different artefact from clauses on the contract.
Other neighbours win a different job, and they do not replace the four flags. GenieAI's facilities page, fetched 2026-10-22, reviews leases, rent escalations and service contracts in Word against a playbook. Legartis, fetched the same day, reviews framework and facility-management contracts against a playbook and separates service-charge billing from contract review. Altura appeared only as a WebSearch snippet on 2026-10-22: a bid workspace naming demanding SLAs and KPIs, penalty regimes, TUPE and mobilisation deadlines. Nothing beyond that snippet is used.
A paste box or a prompt is not the PDF pack. Before the service period starts, name the site-scope sentence, the KPI target and its deduction or the gap, the health and safety allocation or its silence, and the handover or exit sentence. Tell a performance table from the scope. Do not treat the pass as legal advice, a court result, a work order, or a solicitor opinion. Does a Checkory first pass replace a solicitor? No. A missing building, a deduction with no standard, a silent or one-sided injury sentence, and a demobilisation plan that does not move the asset data go to a solicitor with the marked pack.
FAQ
Which file should I upload on this page?
Upload an integrated facilities management pack: the services agreement plus a site or location schedule, a hard-services specification, a soft-services specification, a performance or KPI table, a health and safety allocation, and a mobilisation or exit sheet.
Send the PDF or DOCX you already hold. A lease of premises, a credits-only service-level schedule, and a generic supplier paper about price and data belong on their own reviews.
Why can a performance table and the scope disagree?
The NEC practice note of September 2025 treats the FMC Performance Table as a separate contract document from the Scope. The table states targets and the rewards or deductions. Absolute performance targets belong in the Scope.
If the table has a deduction and the scope has no standard, or the scope has a standard and the table is blank, the flag is that gap. The pass does not invent a percentage and does not print a sample response hour as your standard.
What does the health and safety flag look for?
It quotes the health and safety sentence, the permit or supervision sentence, or the silence on permits, supervision and who stops unsafe work. HSE leaflet INDG368(rev1) says both the client and the contractor have responsibilities.
Health and Safety at Work etc. Act 1974, section 3(1) and section 4(3), and Unfair Contract Terms Act 1977, section 2, are the pointers. The pass does not decide reasonableness and does not decide that a sentence is a negligence exclusion. A line that purports to place all injury liability on one side goes to a solicitor with the marked file.
What should mobilisation and demobilisation name?
The September 2025 NEC practice note describes an optional mobilisation plan and a compulsory demobilisation plan. Flag asset register, drawings, keys, permits, open jobs and help-desk history, or the gap where none of those are named.
Facilities Management Standard 002: Asset Data, published 16 March 2022, treats an FM asset as a system or component, not the building or the land, and ties incomplete asset transfers to weak data at contract expiry. That standard is not your clause. A staff-transfer sentence is a solicitor flag, not a TUPE article.
Is a work-order system the same job as this review?
No. IBM describes a computerized maintenance management system as software for maintenance operations, with work-order management as a core feature. Limble, UpKeep, Gfacility and LetCM keep work orders, assets and a renewal register.
This review marks site scope, KPIs, health and safety and exit on the uploaded FM draft. A landlord tool that marks owner fees, leasing authority and reserves, and a vendor page that marks price, lock-in, a cap and data, are different jobs.
When should the marked pack go to a solicitor?
Send the marked file when the site list drops a building, the performance table has a deduction and no standard, the health and safety sentence is silent or purports to place all injury liability on one side, or demobilisation does not move the asset data.
Do that before the service period starts. The pass does not replace a solicitor and does not guarantee a court result. It also does not decide whether a missed KPI failed the reasonable care and skill term in section 13 of the Supply of Goods and Services Act 1982.
